agree Milind Joshi : Motor Start Up Time : All the big electrical motors have some start up time till attaining the fool speed. Normally Star -Delta Starters / Freq Invertors or Electronic governors are used as Starters. Its about electronic Governor.

The rise time of the motor

In electronics, when describing a voltage or current step function, rise time is the time taken by a signal to change from a specified low value to a specified high value.
http://en.wikipedia.org/wiki/Rise_time
Example sentence:

A reduction in the rise time at the drive start of the linear vibration motor is desired in a drive control of the linear vibration motor.

Peer comment(s):

neutral Katalin Horváth McClure : Rise time may be OK for a signal, but here we are not talking about a signal. It is about the time needed for the motor to reach a certain rpm speed. http://en.wikipedia.org/wiki/Induction_motor
