This is a document about anti-cartel legislation that claims the "fixacao de pactos de nao agressao de clientes". Is this "client poaching", i.e. an undertaking NOT to poach or entice clients of another member of the cartel? Thanks for your help!

anticompetitive agreements

Legislation against cartels is known as anti-trust.

One of the key aspects of this is outlawing anticompetive agreements between companies, wherein companies agree not to compete for clients. This often takes the form of price fixing.

I believe this is what is being referred to.
