Law on Execution of Penalty

I suggest that simple translation as criminal law does tno open all sides fo the Portuguese phrase. Indeed, exact translation means: the law on penalty execution, i.e., this law should provide norms and methods for penalization of persons who violated the law and arrived at a certain sentence after am official judgement.
Note that some very small and not dangerous offences (or misdeeds) can also receive a special penalty (e.g., a fine payment) and also require a part of that law.

statute on the implementation of sentences

The problem here that there is no correspondence with Anglo-Saxon common law.
This "lei" sets out the rules for implementing sentences handed down by the courts, and how they will be served or enforced.
You are going to have to go for something literal that conveys this meaning, like what I've suggested or some variant of it.

Dr Tagirov's suggestion of "Prison Law" would also be an accurate reading.
