Thank you. Yes, "lower" and "upper" would probably be OK, but "bottom" and "top" are more precise.

I can't think of any other meaning to this, although "maximum price" of 3 mln RUB is perplexing. More context could help.

: По логике, "нижний/верх. порог входа" in the second sentence is used interchangeably w/the term “низкие цен” used in the first one. Otherwise, the whole passage doesn’t make much sense. I'd go with "lowest" vice "minimum," tho.
