All children with mental retardation can benefit from education. Children with mild retardation (an IQ of 52 to 68) may attain fourth- to sixth-grade reading skills. Although they have difficulty reading, most mildly retarded children can learn the basic educational skills needed for everyday life. They require some supervision and support and special educational and training facilities. They may later require a sheltered living and work situation. Though usually free of obvious physical defects, people who are mildly retarded may have epilepsy.

I'm almost sure that Vidmantas is right I'd only suggest using "mild mental retardation", without "degree" - see the classification at
http://www.uab.edu/cogdev/mentreta.htm

But be careful, as ЗПР can be also an abbreviation of задержка полового развития (see, for example, http://lib.cango.net.kg/health/rusmed/childgyn/sexdis.htm). So please ensure first if it is mental retardation or impairment of sexual development.

Natalie may be right about sexual development, however, I'm not sure about "legkoi st." then. I have only found "legkiye sluchai" in this context.

As for wording of the whole phrase,
I would "write mental retardation, mild (degree, dg.)".
I'm sure the asker has more information on what's it all about
