This is at the bottom of a birth certificate from Argentina. I can't find any reference to "Disp. N° 47-D-6-81" (though the text is hand written and so I may the number wrong), but I'm not so sure about rendering this one as "Legal Provision 47-D-6-1". For the rest of the text my thought is "This certificate is in accordance with ...."

I think that "obrar" here has the sense of "has been issued."
If the number of the provision, or any part thereof, is illegible, then indicate this in your translation.

In the citation of a specific law that you cited, I would normally expect a continuation which indicate the *specific law* of which the cited provision forms a part.
So perhaps this part of the text simply was not reproduced on the copy you were given to translate.
