HOMEWORK ASSSINGMENT
Is this a Consular Notary? I haven't been able to find an English equivalent. It's from a Costa Rican Notarial code.

You are right, it's "Consular Notary". You probably haven't been able to find an exact english equivalent because it works differently in the U.S.

"HOW DO YOU GET A DOCUMENT NOTARIZED OVERSEAS? Consular officials at any U.S. embassy or consulate abroad can provide a service similar to the functions of a notary public in the United States. It is also possible to have a document notarized by a local foreign notary and then have the document authenticated by the appropriate foreign authority in a country party to the Hague Convention Abolishing the Requirement for Legalization of Foreign Public Documents (which includes notarial documents)."
I just saw that in Costa Rica the Apostille (from the Hague Convention) did not enter into force until December 2011, so fairly recently. That is why before that the Consular Notary would have been important and very useful.
I did find that the US Consular Chamber of Commerce launched their Certified Consular Notary ProgramÑ http://consularchamber.blogspot.com/2009/04/certified-consul... and http://consularemissary.wordpress.com/2010/03/04/national-no...

: AFAIK they're just notaries approved by the Consulate in question, not necessarily "functionarios".

consulate officer notary
A person may work for a consulate and have a notary function, although I understand there are some< circumstances when a consulate officer may not provide the notarial service. I found the term 'consular notary' for the French embassy in New York; otherwise the term most used in English is 'consulate officer notary'.
