Hi, Maria. First of all, thanks for your time and effort. I did think of this option, "hacer efectivo" means cobrar una cantidad and to turn something into a reality because abonar is already used I ruled out the first meaning of the word. PIO is the service provider and Oracle the one who has to pay. I think the key to the sentence is understanding this "debi� de" which everyone seems to agree is should and not must, a deduction, and what the precedents could refer to. I assumed it was the reactions of the PIO workers, an example being that some of them claimed payment. I don't think there is any way of truly understanding this sentence. Saludos

Tatty, would it make any sense if you word it like this: "Said payments were withheld to offset monies that Oracle would have had to pay to PIO workers..... for services the said company should have paid (hacer efectivo = pay cash)... would that work?

The sentence with "must" is a deduction "deber de" and the precedents are the grounds for that deduction. The work must have been carried out by PIO workers if not Oracle workers would have complained. "Oracle hubo de abonar" had to pay, no conditional would have had to pay.

I cannot just replace "must" with "should" in sentence one because how does this tie in with the precedents part. I don't really understand the meaning of the sentence, no other part of the document aids comprehension.

First sentence

"debió de haber" is should have and not must... also, I would not say this company, but the latter company or the said company... it is a bit confusing when you say "this company" and you are talking about 2 companies in one paragraph.

Just a thought.
