On second thoughts, it might also mean something like \"political make-up\" of the Mexican states. What do the peer graders think? Constitution or make-up/composition?

Political Constitution of the United Mexican States

This is the formal name. I have it right here.

Also much more simply, "The Mexican Constitution".

In legal documents it can also be referred to by different names such as "Constitución General", "Magna Carta", etc., each of which I render try to individually if at all practical without causing confusion.

It is the country's Constitution upon which its laws are based.
