I think you'd have to be a bit more flexible in your reading of "descargar" and "presupuestos". You can "discharge and obligation" (i.e., pay it), whereas "presupuesto" is notorious for meaning -- besides budget -- quotation and "previsión de fondos" (as in "presupuesto de gastos").
