of course, ir depends on context, as Margaret Cauldfield says, and according to this book, it maybe or maybe not, a criminal offence, talking about England & Wales:
"the carrying out of development without planning permission constitutes a breach of planning control, but it is not a criminal offence".

criminal offense against regional/urban planning
The previous reply is incomplete, because a "violation" need not be a criminal offense. But "delito" means a criminal offense, not just any run-of-the-mill breach of the law.

: True, besides you add "regional", which rounds it all off as "spacial planning" comprises more than "urban" aspects.
