Hello. It's a birth certificate, and as many of you know, the lady gets married and sees the word 'de' appended to her last name, i.e., Elena 'de' Morales. Should that be translated?

No, it should not be translated. Names should be reproduced exactly as they appear in the document. At most, you could add a note explaining that it means Morales is her married name, but I don't think it's necessary.
