Hi there ... you can say record or certificate, depending on the context. If it's a birth, death or marriage certificate, you can say "certificate." Also, check the context to determine whether you are dealing with the actual record, certificate, itself, or an authenticated, notarized extract (summary) of the record, certificate, etc. -- which *remains* in the archives of the governmental office concerned.
