Explanation:
Bijspaarregeling and Spaarregeling are indeed two separate regulations, the first specifically applicable under pension schemes.
Some Pension Funds explicity call it a "Pensioenbijspaarregeling" (e.g. Stichting Pensioenfonds SDB, see second web ref.), others simply refer to it as a "Bijspaarregeling" (your own definitions).
The TU Delft employee website translates "bijsparen" into "extra pension savings".
Depending on the document you're working on you might want to add the term "pension".

It is not extra or additional, it is a savings scheme to supplement your pension. It is not a regulation either: scheme for the UK and plan for the US

Dear Kitty,
I think you are missing the point: a supplementary pension scheme is just a standard pension scheme but it is not your first or primary pension scheme while with bijspaarregeling they actually do mean a savings scheme but specifically for a pension (to use when you retire and it attracts special dispensation with regard to taxation and such). It has recently emerged that many pension schemes are not sufficient to cover your needs when you retire so the UK at least has decided to put special savings schemes in place to close the gap (they are made attractive from a taxation perspective).
