I think "party" here is misleading, it's not really a party, it's more of a gathering in the parking lot centered around eating and drinking. Most will bring a grill and cook out, those who have campers bring them, others come in their car. Pick ups are good because people put lawn chairs on the bed of the truck and watch others go by. Some get plastered with beer before going in, since alcohol is not allowed in some (maybe most) stadiums.

agree Roxana V. Lamas : La explicacion de Cecilia es exacta, solo q en este caso se ha utilizado "tailgate" de manera amplia porq evidentemente, no se puede tener una "fiesta" con vehiculos dentro de una cafeteria. En los EEUU "party" se utiliza para describir cualquier reunion

disagree Cristina Talavera : Un poco exagerado, no? El botellón en España tiene lugar en la calle o descampado, donde va el que quiere, con alcohol, pero sin comida, ruidoso y molesto, con el único y principal objetivo de beber mucho, por no decir en exceso.

En inglés "tailgate party" hace referencia a fiestas de picnic con coches tipo station-wagon/jeeps como mesa en vez de un prado o campo. (Un "potluck" motorizado.) El modus operandi era, en su día, dejar bajada la puerta de atrás del station wagon y poner los platos, cesta, comida, bebida, etc. sobre la misma; (p.ej. en el hipródomo, durante las carreras de caballos, o eventos varios más o menos sofisticados.), y así un coche al lado del otro, permite socializar. Entiendo que en el texto se refiere a que "habrá una comida-picnic (puede ser brunch, almuerzo, comida, merienda, etc.) accesible a coches antes del partido -aunque el lugar es "the cafeteria", supongo habrá un parking cerca o quiere decir que se irá del parking a la cafeteria?? o simplemente se usa como expresión! En todo caso es un evento informal con comida, con el fin socializar mientras se come, y sin duda entiendo que si quiero comer, tengo que traer la comida yo!
