Spanish to English Bus/Financial Business/Commerce (general) Industry procedures

"Indicar que [sic] funciones, áreas o sectores de la empresa deben mantener copias controladas del procedimiento..." This is part of a list of requirements for a industrial procedures manual. I don't believe that "funciones" has its usual meaning, here, but I'm not sure what it means in the context, of which there is very little. Could it have the meaning of "departments"?
