There are casino's but no gambling. A casino for dancing but no gambling. While this is true that most of us think of casino as a house for gambling. There was a casino over at 14th street in Washington DC. There was dancing there but no gambling.

In this context it refers to the casino as a whole.
While a single individual might win a million bucks at the poker table or the roulette table, the casino is at the same time collecting money from other poker, roulette players as well as the slot machine users.
I short all that the house (casino personified into a house as a whole) does is take $X from all guests and pays $X-Y to the winners and thus remains profitable .ie - The house never loses!
