If this is a title of a painting mulher da Bahia is correct, not baiana. No one knows if there are another paintings titled as Mulher de Fortaleza or Mulher da França. That is what I think.

Explanation:
I think this fits the bill better than "baiana" because in Brazil the term "baiana" has special Carnival connotations, referring to black women dressed in special costumes that parade together in the Carnival Parade; the "ala das baianas" is indeed one of the highlights of this unmissable show - worth seeing, surely the greatest show on Earth! This term is used with reference to the costumes, the women do not necessarily have to be from Bahia.
Although in normal contexts "baiana" is surely acceptable, for example "Conheci uma baiana" (I met a woman from Bahia), "uma professora baiana" (a teacher from Bahia), when referring as here to a painting "mulher baiana" fits better, unless the woman has the characteristics of the Carnival "baiana" when this term would fit like a glove.
Incidentally, while on this subject, the state is "Bahia", all the derivatives (like "baiana") drop the "h".
Another point is that in São Paulo the masculine "baiano" (although strangely enough not "baiana") is sometimes used as a somewhat derogatory term for any person hailing from the Northeast of Brazil. In Rio they use the word "paraíba" with the same meaning.
