The above context is NOT of your own making. It is found in this page: http://immigrant.xl5.net/pages/en/p5.html, and it refers to Quebec, which is why it is peppered with French.

Could you give us more context - is it about a person, or a product, like a car for example? Sam's answer is correct when it refers to persons, Alaa's is more relevant for products.

Tact - in Arabic الكياسة

The ability to say or do the right or graceful thing. Funny they considered it a "North American" characteristic. I thought it was European upper class and almost extinct by now :-))

agree Nesrin : Very tough one! Shows just why English speakers use the French expression - it expresses an undefinable characteristic (esp here, where it refers to a city). Something close to sophistication too, isn't it? Can't come up with anything better myself.
