Ruling the Country by Law
China's building of its legal system finally got on to the right track after the Third Plenary Session of the 11th Central Committee of the Communist Party of China (CPC) held in 1978, and especially after the practice of ruling the country by law was set up.
Since the First Session of the First NPC was held in 1954, the NPC has become the only state organ to exercise legislative power. It has the power to amend the Constitution and to enact laws, and its Standing Committee has the power to interpret laws and enact statutes.
