When you delegate some work or service to somebody else, you're outsourcing, that's what 外协 is, and “外购件”is just what you buy outside, you don't have to tell anybody else to produce that for you, but it's just out there on the market, you can buy it from anybody who produce it, you don't even have to tell them to produce it for you behind.
