Spanish term or phrase: cualificar
A tourist board in Spain speaks in a report of its plans for the destination in the coming year. The definition of "cualificar" as appreciating the qualities of someone or something or imputing qualities doesn't tell me much.

raising the profile of the destination

Explanation:
raising the profile of the Costa del Sol in order to attract international tourists. Traditionally the Costa del Sol is a holiday destination for nationals (Spaniards), but in the last few years it has increasingly opened to international visitors, e.g.:

This [Mazagón] has been a national holiday destination for many years and is now opening up to international tourism.
