These reports and conferences have undoubtedly contributed to the analysis of such a complex and multi-faceted phenomena. But the current condition in many labour sending countries, as well as in some labour-receiving countries, continues to challenge, if not baffle, policy-makers and practitioners alike. Why is this the case given the existence of the numerous reports and logged hours discussing the issues?
Part of the answer lies in the reports and literature themselves. Although numerous, their results seem to have served more as scientific and analytical abstractions rather than practical reference points on which to base policies and actions of decision-makers. Their prescriptions are **buried in institutional practices and habits** and exist much more powerfully in researches and books than in reality.

: На мой взгляд, Ваше толкование ближе всех к смыслу оригинала. Я бы может слегка поправил: "изобилуют ссылками на устоявшиеся положения и традиции" или "содержат массу ссылок на ...".

тонут в привычной рутине установленных порядков
"Institutional" does not necessarily mean "ведомственный" or, God forbid, "институтский". "Бюрокрратический" sounds better,"устоявшийся" - better still. However, in institutions/agencies meant here, 'practices' are usually "установлены".
