"instrumento" puede ser equivalente a "documento" en la mayoría de los textos legales/administrativos.
Francamente, a mí me convence más "emisión", el momento en que un documento se crea o se hace público, ya que es más genérico y abarca a los faxes, y cualquier otro tipo de documento impreso.
