to sue somebody, to bring an action against somebody

"particulier" indicates that the action is brought by a victim seeking redress in criminal proceedings, in French called "partie civile". If it's not "particulier", then it is brought by the public prosecutor. In English-speaking countries the victim of an offense cannot be a party to criminal proceedings. The victim must sue for damages in a separate, civil case. Therefore "particulier" is not translated, because it makes no sense.
Example sentence:

Madame X a fait délivrer à son ex-époux, monsieur Y, deux citations directes des chefs d'abandon de famille respectivement les 26 juillet 2018 et 21 février 2020.
