Hmmm, maybe I didn't search your reference properly enough, but I couldn't find "governing action" in there, and the other one didn't open. I know what you mean, but I think this is about the state government as such, and not about governance theories, so I would rather use government action.

Government action I think you are right: all activities of the government are meant, i.e. the activities concerning the implementation of the policies concerning children.
