I'm not sure where this is going to and if the same laws apply. In the US it could be minimum wage depending on the status of the employee, if the job is subsidised or a result of social services.

agree  philgoddard: I think "marginal" comes closest, though it wouldn't work on its own - it needs explanation. Perhaps "earning below a certain amount per week/month".

neutral  Steffen Walter: Low-pay/low-paid might be misleading/inaccurate (in the sense of "Beschäftigung im Niedriglohnsektor", which may differ from a "geringfügige Beschäftigung" if it's still above the relevant level). Your "threshold" approach seems appropriate, though.

This is the term used by the European Foundation for the Improvement of Living and Working Conditions (Eurofound).

"MARGINAL" PART-TIME WORKERS

Individuals classed in this category, i.e. who work fewer than 15 hours per week and whose income does not exceed one seventh of the monthly reference wage or, where pay is higher, one sixth of the total income, are not subject to unemployment insurance , health insurance or the statutory pension scheme . In addition, they pay only a flat-rate earnings tax of 15 per cent. This also applies to individuals whose earnings remain within these limits and whose occasional employment within a given year totals no more than two months or 50 days.

There are more than 6 million employees in this category, mostly employed in nursing, messenger services, education and tutoring, retailing, and as relief drivers. So-called housewives constitute around two thirds of "marginal" part-time employees, and schoolchildren and students represent approximately one fifth.

The social security card serves as a means of preventing abuse of the special regulations applying to this category.
