I think this is referring to credit risk, but it still doesn't make sense (If the client "has a credit risk with the bank"/"requests a risk operation/transaction") Those just don't work for me (nor can I find this usage in Google), especially the second.

Si el interviniente tuviera riesgos con el Banco, se comunicarán junto con sus datos personales, incluida, en su caso, la condición de empresario individual, a la Central. Asimismo, si solicita una operación de riesgo, el Banco podrá obtener información de los datos que figuren registrados en dicha Central.

My rough draft -
If the Participant has credit risks with the Bank, this will be communicated together with the Participant’s personal data, including, if applicable, sole proprietor business status, to the Credit Register Report of the Bank of Spain. Furthermore, if the Participant requests a credit transaction, the Bank may request data about the Participant from the Credit Register Report.
