In Colombia these appear to be names for distinguishing levels of government, can someone confirm what they correspond to please - I'm assuming 'federal' vs 'state' government? I can't find a reliable translation anywhere.

I would say "orden" here denotes this sense of the word (from the Oxford Spanish):

As they have use "territorial", I'd keep it that way, since it's perfectly good English, and administrative nomenclatures and demarcations are very location-specific.
