I need to translate the following:

El marco Normativo está excelente y de hecho es un punto fundamental; pero amén del conocimiento del mismo, se sugiere colocar este apartado en un orden inverso. Es decir, primero el operativo, cómo y ANTE QUE INSTANCIA realizar la consulta, y que la misma sea libre, previa e informada tal como se describe muy bien en apartado 4. El marco Normativo está excelente y de hecho es un punto fundamental; pero amén del conocimiento del mismo, se sugiere colocar este apartado en un orden inverso. Es decir, primero el operativo, cómo y ante que instancia realizar la consulta, y que la misma sea libre, previa e informada tal como se describe muy bien en apartado 4.

I have translated this as:

In other words, how and WITH WHAT AUTHORITY consultations are to be carried out,

Instancia has several meanings so I wanted to check if I was heading in the right direction. I'm really not sure I've found the mot juste!
