This disorder is caused due to the deficiency of molybdenum occurring mostly in acidic soils where pH is below 5.0. In this case leaf blades do not develop properly and remain strap like and severely savoyed . In several cases only midrib development accounting for the name “whip tail”. The growing point is severely deformed and hence does not produce marketable curds.

In cauliflowers, the yellowing of the tissue on the outer leaves is followed by the death of the edges of the small heart leaves. Narrow, distorted leaves develop; the symptom is known as “whiptail ..."

Leider ist es ohne Anschauungsmaterial relativ schwierig zu beurteilen, woran es genau liegt, dass Ihr Brokkoli keine Köpfe bildet. Einerseits könnte ein starker Befall durch Blattläuse kurz vor der Kopfbildung den Schaden verursacht haben,
jedoch liegt es oft auch an der sogenannten Klemmherzigkeit, eine Wachstumsstörung verursacht durch Molybdänmangel, ein Bestandteil von Enzymen
However, I have also found the Kohldrehherzmücke (swede midge, Contarinia nasturtii) to cause Klemmherzigkeit, so you would probably have to resort to "stunted/twisted core growth".
