"Beihilferechtlich ist das Therapiezentrum im Sinne des § 6 BHO eingeordnet."

I have trouble formulating the above in the right legal way...

I think Paul is right. It is about health cover for public servants and not about state aid. Expenditure for the therapy center may be claimed back under the legislation on health cover for public servants ("beihilfefähig"). This is what it says in §6 of the Beihilfeverordnung.

health cover for public servants? It might be worth double-checking whether the text has got anything to do with health care for public servants. The payment they receive from their employer for treatment costs is also known as "Beihilfe". Even though § 6 BHO is cited, there is a chance this could be a mistake and the reference should be to § 6 of the Beihilfeverordnung.

BHO is a typo. I should be BVO.

Is this Germany as opposed to Austria or Switzerland? It DOES matter.

Beihilfe in the sense of welfare assistance vs. aiding & abetting a crime, I assume.

einordnen - categorise often contrasts well with vs. einstufen - classify.
