semi-partially

"You’re really getting hang of this, Jesse. Hehe. That was kind of semi-partially a little bit... cool."

This is what one game character says to another, meaning that he is getting hang of being a leader and making decisions and so on...
I can't really understand what the phrase is supposed to mean - would someone please clarify it for me?

rather than saying "you were great" he is diminishing it a bit by saying semi=partially =a little bit...
Note that these three mean much the same thing so "partially" is all that's needed as the others are redundant.

cool=good.

Maybe he doesn't want to give Jesse a big head? So this would equal "pretty good"
