The overall context is discussion of more backward legal conditions in some countries in
which the company is operating.
I assume it is something like 'help for interpretation' of the law.
I also think there is a verb missing in the last phrase, which would be something like 'provide' or
'offer.'

No worries Mary! Lately I've found the term search a bit unreliable myself; quite often I eventually found a term by reverting to the option "old term search" - approached Support about this already, and the issue seemed to have been fixed - at least for a while!

I think an English example would be:

In some way, it's the same issue: Do you put the comma there or not.
Just wanted to add something for you here - incidentally, to back up Wendy's explanation as well.
Another example:

There's nothing missing here. These are normal verbs, not auxiliary ones (kann, etc.). I think what may have confused you was the comma after "sonstigen." See:
