IMO, this phrase "will collect up to 3 pieces of ..." was addressed in link above, and I would consider this to be a duplication. I had offered a suggestion, "La ciudad de Fort Wayne recogerá gratuitamente hasta tres muebles o electrodomésticos sin freón."
