refers to executive employees, those who manage & supervise!
Employees are the "mouddafin" in Arabic.

: (cadres) is for (أطر).>> Because of the problem associated with (cadre), we can use (ranks) for (أطر) and (to create ranks) for the verb (يؤطـّر).

: you're right, I found out that تكوين الأطر comes from the French expression "formation des cadres", the French word "cadre" also meaning "frame"
