A title of a section. There is no further reference in the section to haken or ogen, so I am assuming this is idiomatic

Difficulties, stumbling blocks

"Daar zitten veel haken en ogen aan" is an idiomatic way of saying that something is not as easy as it first appears and that there are many details to take care of.

The metaphor refers, I think, to garments that are done up with hooks and eyes: a very fiddly business and easy to get wrong!

nitty-gritty, bottom line

I think they might describe the details based on which the supply will be made. You could go for something like 'the sticky issues' but that would not be very positive.
