This is not standard English. These ('closure''inevitable situation') are not standard legal terms. could 'closure' be 'binding'?

在PMI的PMBOK(2000版) 第10章，有一个过程叫“Administrative closure”，中文标准翻译是“行政收尾”
第12章有个过程“CONTRACT CLOSEOUT”中文翻译是“合同收尾”，而在对“contract closeout"解释的第1句就是”Contract closeout is similar to administrative closure“，合同收尾类似于行政收尾。
