: I'm not so sure; wouldn't really make sense, why would you legislate to take money away from low priorities to give it to high ones; I think the idea is actually the opposite...

We'll just have to agree to disagree, since I don't believe priorities will be raised, just because something has been pending for a while, unless its real-life priority has increased with time... Obviously, the English is (ahem) lacking in clarity...

: Not so sure, Terry: I read it as making sure that the priority is upgraded for at least 5% of the expenditure; IOW, things cannot rest forever languishing at the bottom of the priority list and never get done.
