"on account of" is a little misleading. This can also be interpreted as "because of", which is how I would translate it. But the structure of the sentence is a little muddled.
I would say that the VAT is assessed "because" of the sale, but it is only due on delivery of the property, which usually occurs only after the payment has been received and the deed transferred by a notary public.
