After it was appointed and before it launched operations, the Peruvian CVR took several months to focus on how it would interpret its mandate. It acknowledged that the mandate was not a self-evident piece of black-letter law, but one where contested interpretations were possible. International law can be a useful instrument in aiding a gender-inclusive interpretation and was invoked toward that end in Peru.
