Downstream no es exactamente distribución (es decir, pasar del fabricante hasta el cliente final en etapas sucesivas), sino que agrega etapas sucesivas de elaboración. En el caso del acero, las siderúrgicas lo producen en formatos básicos, que luego se transforman en "productos elaborados" tales como el alambre y las mallas de acero para la construcción.

Downstream steel refers to steel products that are ready to be used by an end user outside of the steel industry: stuff like wire, reinforcing bar, steel roofing sheets, coated products, etc.

Just only the word "transformados" is also used in the industry language to refer to products processed from the basic raw material. In the case of steel, this would be laminated or milled products, such as plate, bar, wire, etc. The downstream side refers to the stocking and distribution of these items that will be further elaborated into final consumer products.
"Transformados" is the typical word, and is a good alternative to "elaborados". Both words relate to the added value or work effected as a result of a process.
