I'd like a second opinion from some colleagues: what is your preferred capitalisation for this phrase (in reference to the state art collection of a non-English-speaking country, just to be entirely clear on context"?

A) the state art collection
B) the State art collection
C) the State Art Collection

Use C only if that is the official title (although in that case it would more likely be called "State Art Museum"). When it just appears in the text as the location where something is kept, use A.
