Hello everyone,
Political pressure. It may be seen as a less than robust approach to crime reduction and punishment to recognise and support issues that foreign national prisoners may have. This may change over time with increased pressure from various domestic and international groups to ensure conditions are improved in establishments.
What does "robust" mean in such a context?
Thank you.

vigourously punitive approach
From the context you have provided, it is clear that the writer advocates recognition and support for "issues that foreign national prisoners may have". In the context, s/he is making an ironic reference to the vigourously punitive approach advocated by certain politicians and which they prefer to call a "robust approach" because punitive self-righteousness plays well with a certain segment of the electorate.
