Sorry, can't put accents in. The novelist is talking about French colonial teaching in New Caledonia and failure rates of Kanak students. I don't know if she's saying some like 'establishment channels of communication whose administrators can only see things in a limited way/can't see the bigger picture/are ground down in petty routine matters....?

neutral Nikki Scott-Despaigne : "well oiled when it comes to routine". As an adverb, using "routinely" changes the meaning of the original. I like the idea of "well oiled", which works well with the phrase that goes before.

I must confess that the "routine" part is unclear. "bien formatées" means that they have been programmed without a doubt but I can only suspect that the "routine" is the lessons they have had to learn off by heart
