By now, my mind is just boggling. Is this IT terminology or philosophy class?

Please, can anyone help me make sense of this (seemingly) crazy phrase? Dusty, Bourth, Richard B, are you there?

Hi Charlotte (not Dusty, Bourth or Richard B I'm afraid). My guess is that this can be translated quite 'literally'(!) and is not IT-specific.
