In a letter from the President of the Republic to its partner in oil exploitation:

Concerne: Bradage des intérêts de l'État par la Société A&A Ltd.

...il s'est avéré que la Société A&A aurait, sans autorisation préalable du Gouvernement de la République telle que l'exige la loi paortant législation sur les Mines, vendu 85 % de ses intérêts dans la convention signée avec l'État en Avril 2000 à la Société Y&Y, partenaire de Z Inc depuis février 2004.

The strange capitalisation in this text makes me nervous as to the exact eaning of Bradage (I thought it was discount or liquidation, but this seems more sinister, like embezzlement...) any ideas?

yes, the dictionary definition of sell off is 'to sell...., especially at low prices'. To me it's implied - don't think it's necessary to be more specific.

Bradage is bradage..a sell off at below market value..or intrinsic value..

This is a political statement...bradage is very used in French and remember this is Africa where corruption is rife..especially the RDC in all its manifestations...
