What is seemingly a very simple phrase is causing me strange amounts of difficulty! It is an extract from guidelines regarding how and to whom to send reports on adverse reactions. The company is Belgian, and the context goes as follows (X & Z are two companies):

Si vous notifiez par voie electronique a l'X, vous pouvez etre libere de l'obligation de notifier a la Z les rapports individuels d'effets indesirables graves qui ne sont pas survenus en Belgique. Deux types de derogation peuvent etre obtenus.

1. Une derogation de duree indeterminee pour autant que tous les rapports individuels d'effets indesirables graves survenus en Belgique soient notifies par voie electronique a la Z et que tous les autres rapports sujets a notification soient notifies par voie electronique a l'X.

2. Une derogation jusqu'au 30 octobre 2005 en cas de notification par voie electronique a l'X mais pas encore a la Z. Dans ce cas, les rapports individuels d'effets indesirables graves survenus en Belgique doivent etre notifies sous format papier ou PDF a la Z.


After reading it several times, my heaad has begun to spin, so hopefully someone out there can help reduce the dizziness??!!

I don't understand what the exemption/dispensation refers to. Is there some instruction that precedes the sentence beginning with "Si vous notifiez..."?

Presumably that is why the derogation is only until 30 October, and Z still has to be informed by paper or PDF. Only cases in Belgium seem to be important to Z

in case of electronic notification to X not yet notified to Z.

seems quite straight forward, X is being notified before Z.
