German to English Tech/Engineering Engineering (general) plant construction
In the first and third example, it looks like I could translate this English term as "detail engineering report." But this wouldn't work in the second example. During the detail engineering, all services will be provided ...?

detailed engineering (stage/phase)

Try adding "stage/phase" in the second instance (in fact, this would work for all three items, and I'd consciously avoid "report" as being too specific/narrow).

Also, "detail* engineering" looks a bit awkward to me in the English. I'd prefer using "detail*ed" and translate as "during/in (the course of) the detailed engineering stage/phase".
