A Abtretung is usually an assignment or cession (the former out of principle [to assign someone a task to perform], the latter doing so reluctantly and implying a loss [e.g. Germany ceded its eastern territories to Poland].
Verpflichtung is a 'pledge', i.e. a formal guarantee that I will act act in a certain way or do a certain thing. 'Surrender' means to relinquish something under duress [surrender a passport], 'divest' means to 'unburden' yourself of something no longer needed or wanted, selling it to anyone who makes an offer.

the only apparently similar terms found (and used by the European Commission) are "Veräußerungszusage" and "divestiture commitment" as applied specifically to trustees
unsure so far though as to whether "Abtretungsverpflichtung" and "Veräußerungszusage" really are synonymous or not
